In practice that means personalized homemaker and companion services built around one household at a time: what that person likes, when they like it, and which parts of the week have become harder than they used to be. Dignity is not a value statement here. It is the difference between doing something for someone and doing it with them.
We are a young agency, and we would rather say that plainly than pretend otherwise. What we can promise is that the standards we hold ourselves to are written down, that the people we send are screened and trained before they arrive, and that we will tell you honestly when something falls outside what we are allowed to do.
Florida regulates in-home providers in tiers. Companion and homemaker providers register with the Florida Agency for Health Care Administration under s. 400.509, F.S.. Agencies that deliver hands-on personal care or skilled nursing hold a full license instead, under a different part of the same chapter.
Ours is the registration, not the license. It covers exactly the non-medical work described on our services page, and nothing beyond it.
A registrant that quietly drifts into personal care is operating outside its authority, and the family relying on it has no idea. So we draw the line loudly: in our advertising, in the service agreement you sign, in caregiver orientation, and in the audits our Administrator runs on visit records.
If your needs move past that line, we will say so and refer you on. That is the arrangement, and it protects you more than it protects us.
Small agencies live or die on whether someone is genuinely accountable. Here is who is.
The owners of Anchor Haven hold ultimate responsibility for the lawful operation of the agency and for appointing the Administrator. They review reports on operations and compliance on a recurring basis.
One named person is responsible for daily operations: keeping the registration current, holding services inside the registered scope, overseeing staffing and supervision, maintaining records, handling complaints, directing quality improvement, and acting as the agency's liaison to AHCA. That person completes Level 2 background screening before taking on the role, and there is designated cover for any absence.
The Administrator runs supervisory check-ins with clients and caregivers, collects satisfaction feedback, reviews every complaint and incident, and audits visit records to confirm that only in-scope services are being delivered. Where something is wrong, the corrective action and the follow-up that confirms it worked are both written down.

A signed service agreement and an individual service plan sit in the client file before the first visit.
The same caregiver wherever we can manage it, and a briefed backup rather than a cancelled visit when we cannot.
Every visit is documented with the date, the time in and out, the tasks performed and what the caregiver observed, in plain factual language and with no clinical interpretation. Those records live in your client file, they are kept confidential, and they are available to AHCA on request.
